Offshore Crane Operator – Stage 3

Objective

The Stage 3 Offshore Crane Operator Assessment, aligned to BS7121 – Part 11, is an internationally recognised and accepted assessment strategy for offshore crane operators. Initial Stage 3 assessment must be completed offshore in a live dynamic working environment. Candidates will be required to demonstrate knowledge, understanding and practical skills to successfully complete the assessment process and be deemed competent to work safely and effectively unsupervised.

Participants

Participants shall be experienced in all facets of offshore crane operations and have a minimum of 50 hours supervised over the side lifts logged and signed off in an appropriate recognised logbook. Participants will be required to competently operate an offshore crane unsupervised in the workplace and perform a full suite of lifting activities including vessel to vessel transfer operations.

Assessment Content

Crane operators will be required to successfully complete both a practical and theory assessment before being deemed competent to operate an offshore crane unsupervised.

For the practical assessment, the Assessor will accompany the crane operator to the crane cab and expect the operator to give a detailed and thorough description of the crane and its workings, including but not limited to the following:

  • Describe the responsibilities of an offshore crane operator referring to relevant governing standards and legislation
  • Explain all limiting functions associated with the crane
  • Ability to competently read the load charts for the crane being operated
  • Understanding of load indicator functions. This is to include both static and dynamic modes
  • Crane controls and functions
  • Adequately complete and demonstrate all pre start inspections
  • Adequately demonstrate knowledge of the crane’s emergency functions

 

The crane operator will then be required to perform a range of offshore lifting operations including deck to deck and vessel to vessel lifts.

As and when required, subsea lifting operations can be incorporated into the stage 3 offshore assessment.

Assessment Pre-requisites

A valid BS7112 Stage 2 Crane Operator Certificate, or equivalent recognised industry standard qualification

Verifiable 50 hours supervised over the side lifts signed off in an appropriate recognised logbook.

Logbooks are available from Perth Sim on request.

Competency Achievement

Upon successful completion of the assessment process, the participant will be awarded a Stage 3 Offshore Crane Operator Certificate of Competency qualifying them to operate an offshore crane unsupervised.

Language, Literacy and Numeracy Requirements

This assessment requires the ability to read and interpret typical product specifications, job sheets, procedures, material labels and safety information as provided to operators. Writing is required to the level of completing workplace forms. Numeracy is required to calculate loads and estimate balance points for slinging. All assessment activities will be conducted in English.

Assessment Requirements

Assessment is to be carried out in the workplace. The candidate and or their sponsor must provide access to the following for the purpose of assessment:

Company polices and procedures for offshore lifting operations

Certified offshore crane

Competent offshore lifting team

Access to certified rigging equipment

Access to suitable loads to be lifted for assessment

Offshore vessel or appropriate barge for dynamic lifts

Assessment Duration

Approximately one day, dependent on operations and availability of offshore rated crane, OSV and lifting crew.

Assessment Fee and Additional Service Costs

The following fees relate to this assessment:

$2,710.00 + GST Per Stage 3 Assessment

$1,000.00 + GST per day – door to door
